The prison-industrial complex, apartheid public education system, racism and Elections 2010

There are several topics on which I’ve railed for more than a year now. The central of these are best captured in my tagline, Texas Red: a cratered landscape of prisons, deplorable apartheid public education, lack of healthcare and politicians and majority population intent on keeping it that way.

There are material deficiencies in the integrity of the republic. These are conditions that if not addressed threaten the very existence of our culture. These are conditions that stand in stark contrast to the “American values” we insist are fundamental and foundational and yet have been with us from day one.

One of those conditions is the state of the “prison-industrial complex.” Imprisoning what Charles Dicken’s character Ebenezer Scrooge termed, “the surplus population” is a tradition of long standing among Euro-Anglos. Consider that what is now the U.S. State of George and also the country of Australia were for England just big low budget, revenue generating prisons. This matters because it is minorities, racial and ethnic who are imprisoned and minorities will soon comprise the majority. Recently we the people paid twice as much to the prison-industrial complex than we pay for homeland security.

Those victimized by the systemic racism perpetuated in a self-sustaining way by the very most basic elements of our culture (the profit generating prison-industrial complex, the door-closing apartheid public education system among others) don’t just include Blacks and Hispanics. The system is equally brutal to poor White men, women and children.

Consider this; in 1970’s America our prison population was roughly 300,000. Fast forward two generations to 2010 and that population has (pardon the expression) shot upwards of 2.3 million---a 700% increase! What happened?

Among other things between 1975 and 1991 there was no military quagmire or draft into which to throw our “surplus population.” So what is an oligarch to do with all of these Black, Brown and poor White people? This is a case study in social engineering aided by far too many factors to detail here in one fell swoop.

We’ll begin with the back story behind Arizona’s SB 1070 a law that, at least on its face, was said to be all about “illegals.” It is in fact about capitalistic and opportunistic oppression through an institutionalized form of racism that is seen in its best light a carry-over from the slave-holding days of the South.

Prison Economics Help Drive Ariz. Immigration Law

NPR spent the past several months analyzing hundreds of pages of campaign finance reports, lobbying documents and corporate records. What they show is a quiet, behind-the-scenes effort to help draft and pass Arizona Senate Bill 1070 by an industry that stands to benefit from it: the private prison industry.

"Enough is enough," Pearce said in his office, sitting under a banner reading "Let Freedom Reign." "People need to focus on the cost of not enforcing our laws and securing our border. It is the Trojan horse destroying our country and a republic cannot survive as a lawless nation."

But instead of taking his idea to the Arizona statehouse floor, Pearce first took it to a hotel conference room.

It was last December at the Grand Hyatt in Washington, D.C. Inside, there was a meeting of a secretive group called the American Legislative Exchange Council. Insiders call it ALEC.

It's a membership organization of state legislators and powerful corporations and associations, such as the tobacco company Reynolds American Inc., ExxonMobil and the National Rifle Association. Another member is the billion-dollar Corrections Corporation of America — the largest private prison company in the country. [emphasis mine]

What he was selling was a prison for women and children who were illegal immigrants.”

"They talk [about] how positive this was going to be for the community," Nichols said, "the amount of money that we would realize from each prisoner on a daily rate."

But Nichols wasn't buying. He asked them how would they possibly keep a prison full for years — decades even — with illegal immigrants?

"They talked like they didn't have any doubt they could fill it," Nichols said.

The prison company didn't have to file a lobbying report or disclose any gifts to legislators.

State Immigration Measures Show Business Influence

So, for example, last December Arizona state Sen. Russell Pearce sat in a hotel conference room with representatives from the Corrections Corporation of America and several dozen others. The group voted on model legislation that was introduced into the Arizona legislature two months later, almost word for word.

At the state Capitol, campaign donations started to appear.

Thirty of the 36 co-sponsors received donations over the next six months, from prison lobbyists or prison companies — Corrections Corporation of America, Management and Training Corporation and The Geo Group.

By April, the bill was on Gov. Jan Brewer's desk.

Brewer has her own connections to private prison companies. State lobbying records show two of her top advisers — her spokesman Paul Senseman and her campaign manager Chuck Coughlin — are former lobbyists for private prison companies. Brewer signed the bill — with the name of the legislation Pearce, the Corrections Corporation of America and the others in the Hyatt conference room came up with — in four days.

The tricks, ploys and cute euphemisms used to convince “we the people” how important prisons are to our “national security” “security of our borders” are the same Euro Anglo a/k/a White People tricks, ploys and cute eurphemisms used to steal this hemisphere and everything in it from those whom Euro Anglos (White People) now term “illegal aliens.”

Consider “Arizona state Sen. Russell Pearce [who] says the bill was his idea. He says it's not about prisons. It's about what's best for the country.” Which country would that be?

There is no nice “polite” ,“diplomatic” way to state the fact that “racism is” as was said long ago by a patriot from another era, “as American as cherry pie.” Doing so would only excuse away the inexcusable cause of oh so many of the endemic issues---root causes of the dilemma people of color have endured and endure in America today.



It is that public policy that has those of us of color in our current station. It is that public policy that only awareness, education and involvement in our participatory governance can change---but that requires turning off “American Idol” and your favorite “reality show” at least long enough to get the facts.

The true “reality show” is happening to us right now. Only we can change it. Elections 2010 matters.

Elections 2010: Early voting ends Friday 29 Oct 2010 --- General Election Day Tuesday 2 Nov 2010

As Benjamin Franklin exited the Constitutional Convention he was asked by a lady, “Well Doctor what have we got, a monarchy or a republic.” Franklin answered unequivocally; “A republic---if you can keep it.”

Whether or not we have kept it is debatable. Everyone is too busy calling it a “democracy.” Most have no clue what the difference is.

Be that as it may, the only way we serve our republic is to participate in it. Ours is a participatory form of governance. It is your duty to participate.



I cannot too strongly encourage you to vote---progressive. We can’t be tethered to what is. We must consider the best for the collective’s future.

Vote progressive.

Elections 2010: a systemic pattern of disenfranchisement, racism and bigotry “American as cherry pie”

The recent brouhaha over the political ad urging Hispanics not to vote that ran---of all places---on Spanish language Univision shouldn’t be a big surprise but apparently it is.


Hispanics as an ethnic group have enormous political, economic and cultural potential influence. So the fact that the Euro-Anglo majority would attempt to derail it seems a given. It is “a given” simply based on Euro-Anglo historical precedence.

Given the historical penchant of Euro-Anglos for brutal oppression of racial and ethnic minorities as well as the practice of aggressive ethnic genocide not only in this republic but around the world where is the surprise in the fact that Univision just another Euro-Anglo owned “Spanish” language television station would run this ad?

This practice like violence is as “American as cherry pie.”

This past week I heard an interesting interview with Boston Globe columnist, James Carroll. Mr. Carroll said of the xenophobia occurring in Europe and America, “this is all a manifestation of what I think psychiatrists call status anxiety. A traditionally white, Christian, essentially Protestant culture in the United States sees itself losing hegemony.”

Given the historical (at least five centuries old) penchant of Euro-Anglos for brutal oppression of racial and ethnic minorities as well as the practice of aggressive ethnic genocide not only in this republic but around the world maybe that’s a well justified fear-based anxiety.

Years ago I recall watching black and white news footage of racists pulling Mexican-Americans in line to vote out of line at polling places in----Arizona, of course. What is less well known is that one of those pulling Mexican-Americans out of the polling place line to keep them from voting would later be named chief justice of the U.S. Supreme Court. That man was William Rehnquist. Nothing surprising about that either. When egregious, violent, brutal behavior ceases to assault the senses it just means that over time the brutality has become common place and the senses jaded.

That, too,is as American as cherry pie.

In this case Robert de Posada who is a former Republican National Committee official was behind the ads. Help me understand, why is this a surprise? Am I to believe him immune from Euro-Anglo behavior because he has an Hispanic last name? It’s just more of what Euro-Anglos (white people) call “caveat emptor” or “buyer beware.” Que cute, no?

Elections 2010 in Bexar County it’s politics as usual---if you’re related to the right people--- you’re in!

Not to put too fine a point on it but in all the years I’ve lived here politics have never changed. If you are in with the right people --- consider the skids greased. The only exception being when the local demi-oligarchs get into a pissing match over who is entitled to a certain office, billet or position in the local office holder ecology. It’s very primordial.

But fear not for these are the gifted and talented so are practiced at their decades long form of political natural selection, survival of the species and all that that it’s almost right out of Star Trek the Next Generation. In that series the Borg, a powerful race of oioas (organic, inorganic amalgams) [my term] say to those resisting them , “resistance is futile.” So it seems. Hey, maybe it’s just me---but I don’t think so.

Unfortunately as I pointed out in a recent blog, Elections 2010/Public Policy: Short of revolution---it’s all we’ve got. locals don’t cotton to them what’s not from around here. Provincial? Backwater? You bet. Inevitable? Is that a trick question?

There are a few good people but most are just serendipitously opportunistic. These are folk who are born on third base, open their eyes and think they’ve just hit a triple. Remind you of “w?” Just one more Texas Red, Bexar County unmendable misfortune.

Susan Reed has never been a hero to the lucid, fair-minded and charitable. She may now be on the way out. She’s one of those Texas Red prosecutors to whom guilt or innocence is of little, if any, consequence. It’s all about prosecutions, appearances and bringing an iron fist down on any behavior that crowd finds intolerable, constitutional or not.

Speaking of those not favored by the lucid, fair-minded and charitable; don’t you suppose it’s time for a new resident for the Governor’s mansion? And just why do these clowns get a mansion? Is that just Dark Ages holdover? Is it shades of the Antebellum South or what?

Certainly the standard of living enjoyed by the anointed over the standard of living for the working stiff is all about suzerainty. I’m just saying…. Indeed.

The chickens (a lack of: world-class education, affordable quality public healthcare and income parity in the U.S.) have come home to roost.

Things as they have been are changing---right-wingers, fringers and Tea Partiers notwithstanding new directions loom large.

We the people are ‘mad as hell’ we know the bums to throw out because “We have met the enemy!”

Many years ago there was a comic strip titled Pogo. One of my favorite Pogo lines is, “We have met the enemy! and it is us!”

The only change to that wisdom that I can see today is that if the oligarchs are in charge it is “we the people” who have allowed that to happen.

Oligarchs have been in control of our would-be republic since at least 1826. Unfortunately, of recent the oligarchs have been tightening their death grip ever more choking off what little “democracy”, privacy and freedom is left in America.




The tactics of the oligarchs have become even more reactionary than those they (the oligarchs) applied during what was arguably the most conservative decade in the history of this republic, the 1950’s.

Don’t forget it was the 1950’s that gave us the McCarthy Era Witchhunts, Blacklists, snitching, sellouts, the Pledge of Allegiance, “In God We Trust” on folding money and the insidious conflict in Vietnam that spread across Laos, Cambodia and Thailand and gave us The Politics of Heroin.

Do we really need another 1950’s-like decade? I think not.

Elections 2010: Early Voting! Vote Progerssive

There’s a lot of people who are talking about “let’s take back our country!” Really--- from whom exactly?

If the republic is not in the control of “we the people” it is probably because “we the people” have not been paying attention or maybe we’re discovering that sometimes the person or candidate who panders to our little pet issue (abortion, gay rights, gun rights and etc) doesn’t do much of anything else for the republic.

More importantly, when a majority (just over 50 percent) of 310 million people force their pettiness on the other almost 50 percent things get contentious. It is in fact what the founders termed, tyranny by majority---meaning it is no different than having a “monarch” or “cleric” in control forcing pettiness. To the founders this was clearly unacceptable.

From 1968 to present, 2010. The republic has mostly been in the hands of the GOPers. This was especially true when we were pretty much a totalitarian state from 2000 to 2006. In a totalitarian state there is no freedom of thought. Minorities, that is anyone not in the majority are rendered voice-less. From 2000-2006 all three branches of our “government” were in the hands of the GOPers. It was “Dark Ages” ugly.

Consider this when Bill Clinton won election in 1992 there he was the first Democrat to win the office since 1976.

Put another way, between 1968 and 1992 Jimmy Carter was the only Democrat to be elected to the presidency.

When Barack Obama won the presidency in 2008 he was only the third member of the Democratic party elected to the presidency since 1968.

Jimmy Carter held the office for 4 years. Bill Clinton held it for 8 years. Barack Obama has been there two.

Since 1968 Republicans have held the presidency as follows. Richard “I am not a crook” Nixon (5) Gerald Ford (3), Ronald Reagan (8), George Bush 1(4), “w” (8). Let me do the math for you.

From 1968 to 2010 GOPers have held the presidency 28 years and Dems 14.

Which party controls Congress? Which, the White House? The answer reveals the "balance of power" in the two branches of government that have elected officials (Congress and the White House).

Americans seem to prefer that the checks-and-balances envisioned by the founders be facilitated by having different parties control Congress and the White House.

Contrary to popular belief, most of the time (in modern political history) Congress and the President are at odds; that is, most of the time the same political party does not control the White House, the Senate, and the House of Representatives. Only 10 times (20 years) since 1945 have both branches of Congress and the Presidency been controlled by the same party.

However, most of the time, Congress has been controlled by the same party. The "odd man out" has literally been the President. Since 1945, the House and Senate have been controlled by different parties only five times (10 years). And there have been only two complete turn-overs of Congress since 1945: one in 1949 and the other in 2007.

Public Policy: 2010 elections, Tea Partiers, Laissez-faire economics and public policy

“If there is an overarching theme of election 2010, it is the question of how big the government should be and how far it should reach into people's lives.

Americans have a more negative view of government today than they did a decade ago, or even a few years ago. Most say it focuses on the wrong things and lack confidence that it can solve big domestic problems…..

But ask people what they expect the government to do for themselves and their families, and a more complicated picture emerges.

A new study by The Washington Post, the Henry J. Kaiser Family Foundation and Harvard University shows that most Americans who say they want more limited government also call Social Security and Medicare "very important." They want Washington to be involved in schools and to help reduce poverty. Nearly half want the government to maintain a role in regulating health care.”[emphasis added]

Consider this, over the course of the history of this republic there have always been those who demand less government. Those same folk have screamed, “Laissez-faire.” That’s “leave us alone!” Until that is--- the spokesman for those “free marketers” comes on the television screen, somber faced and declares in Mad Hatter fashion, “the sky is falling, the sky is falling…..”

Then the same folk who bemoan “intrusive government” scream for rescuers. Those rescuers, the taxpayers---all of us---for yes “we the people” are the dreaded “government” move in like firefighters, law enforcers, or a functioning light at an intersection. And do you know why? Because only “we the people” collectively can muster the resources to handle those things that impact us all.

The oligarchs, the few, come close. Consider that the top 1% of the income scale in America is worth more than the bottom 95%. However, that top 1% have no incentive to spend their money on “we the people.” History supports this.

This “we demand smaller government!” thing is as old as the nation. Read some history or watch more PBS. A good primer is the Public Broadcasting Service’s, “The Ascent of Money.”

Almost a century ago, the “free marketers” almost brought the house down it’s euphemistically known as “The Great Depression.”

The same notions being promoted by people such as---libertarians (are you listening Ron Paul?), Tea Partiers and “free market” advocates (Wall Street, “w” and the financial industry are “you” listening?) are the same notions that have now almost undone us as a people and a nation at least twice. The most recent occasion being still too much with us.

Few people like being told what to do. Yet most people don’t know “what to do” if they aren’t told. That is largely an unmendable misfortune and results from the vagaries of being “let alone.”

Put another way, the more lucid understand that there is no such a thing as a “free market.” Left to natural selection or survival of the fittest economics is an ugly, lop-sided thing.

Government or governance when in the hands of mature, unselfish, principled individuals serves to protect the weak from the strong and to share the wealth. Do not misunderstand the wealthy will always be wealthy. It just doesn’t have to be obscenely so. Nor does it mean that wealth should insulate the wealthy from paying a proportionate tax to the very system that made conditions possible for them to attain that wealth---Ayn Rand notwithstanding….



Without a “government” the oligarchs who already have their way will have no apparatus between their greed and the increased oppression of the masses for the Tea Partiers, the libertarians “the masses” means you. So yes, the efforts of the GOPers, the Tea Partiers and libertarians have the potential for unintended consequences. Among those unintended consequences is the control of the folk---even more than oligarchs already have and there will be no apparatus in place (no government) to rein in the oligarhcs.

Wealth is power. Power corrupts and absolute power corrupts absolutely. That’s a promise…..

Elections 2010: 2010 elections, even Tea Partiers do it?

The folk never cease to amaze me. Amazing me I suppose is better than frightening me. The folk frightened Alexander Hamilton. Recall that Hamilton was able to get the Constitution ratified in his home state of New York only because he let fellow New Yorkers know a republic and not a democracy was being established. Hamilton feared the concept of allowing the masses to vote. Certainly the history of the republic supports his apprehension.

Be that is it may, for good or ill it could hardly be otherwise. This republic was founded on the notion that those who govern do so with the consent of the governed. Even so, it is a concept apparently lost on the folk. The folk are drifting.Tea Partiers, liberterians and the extreme right treat “government” as a noun----a reviled object---distant from themselves. Notwithstanding, it is an extension or beit an alter-ego of the very people who loathe it. Perhaps “government” is simply a form of self-loathing.
